The weather in this image is mainly shown through the action of the waves. The wind was very heavy that day.
I edited this in Lightroom. First I made some global adjustments in Exposure, Contrast, Highlights and Shadows, Texture and Clarity. Then, using the Linear Tool, I created a mask of the sky and the strip of land just below. On that mask I adjusted the Temperature and Saturation to tone down the blue. I also reduced the Exposure and Highlights to make the sky darker. Then I created a new mask, and using the Brush Tool I painted over all of the water. My setting was +30 for Contrast and +30 for Clarity. This last technique really brings out the texture of the water and also works great to enhance reflections.
