The original image, of the umbrellas, was taken at a small local art museum. After normal post processing with Photoshop Elements and Nik software I applied a Rain filter in "Smart Photo Editor" which was purchased some time ago.
Technical information: Google Pixel 3 chose the settings of f1.8, 1/25sec., ISO 138.
