This is a juvenile little blue heron. They are white when young and gradually turn blue, sometimes looking like they have been tie-dyed. I took this at a local park on Hilton Head, SC. This was taken on March 8th, 2021 at 3:12 PM. 1/1250 F/6.3 at 500mm ISO 200
